First-Time Applicants
To apply for a Virgin Islands Driver’s License, you must be at least 16 years old and complete the following steps:
Step 1: Medical/Application Form
Start by filling out the official Medical/Application Form. This form must be signed and stamped by a licensed local physician to confirm that you are medically fit to drive. The form is valid for one year from the date of the medical exam.
Note: If you're under 18, you must also submit a notarized parental consent form signed by a parent or legal guardian.
Step 2: Knowledge Skills Exam
Once your medical form is complete, schedule an appointment to take the written Knowledge Skills Exam. This test evaluates your understanding of traffic laws, road signs, and safe driving practices.
- A passing score of 75% is required.
- Oral exams are available for applicants who have difficulty reading or writing.
- Study resources such as the official Driver’s Manual can be purchased at any BMV office and/or visit our website to go to the online practice exam to help you prepare.
Step 3: Learner’s Permit
After passing the written exam and paying the required fees, you will be issued a Learner’s Permit, which is valid for six months.
- While driving with a permit, you must be accompanied by a licensed driver at all times.
If you're under 18, your parent or guardian must sign the permit at the BMV office and provide documentation proving their relationship to you.
Step 4: Road Test
Once you feel confident behind the wheel, you can schedule your road test. You must bring your learner’s permit and medical form to the appointment.
- Rental vehicles are not allowed.
- You must bring your own vehicle, which must have a center emergency brake and meet all safety standards.
- A licensed driver with a valid VI license must accompany you to the test site.
- Only the applicant and the BMV inspector are allowed in the vehicle during the test.
Step 5: Driver’s License
After passing the road test, you’ll choose between a REAL ID Driver’s License or a Limited Purpose Driver’s License, depending on your eligibility and needs. You’ll then submit the required documents and pay the applicable fees to receive your license.
First-Time Real ID DL
The REAL ID is a federally compliant form of identification that meets the requirements of the REAL ID Act.
To apply, you must provide:
- Proof of Identity
- Proof of Social Security Number
- Two Proofs of Residency in the Virgin Islands
- Name Change Documents (if applicable)
Application Process:
- Complete the First Time Applicants Process
- Schedule an appointment for Driver’s License
- Submit all required documents for verification (You can find the list of accepted documents in the "Document Checklist" tab or on the back of the Real ID DL Application Form.)
- Pay the license fee and obtain your Real ID Driver’s License
First-Time Limited Purpose DL
The Limited Purpose Driver’s License (LPDL) is designed for residents who may not qualify for or US citizens who opt out of REAL ID. This license allows you to drive legally in the Virgin Islands but cannot be used for federal identification purposes.
You may qualify if you are:
- A U.S. citizen who chooses not to obtain a REAL ID
- A non-citizen with valid foreign identification
- An undocumented resident who can prove identity and residency
Required Documents:
- Proof of Identity
- Proof of Residency in the Virgin Islands for at least 180 days
For Non-Citizens (with no Green Card or EAD):
- Proof of VI residency (180+ days)
- Criminal record from the VI Police Department
Fees:
License: $55
Document Verification: $15 per document
⚠️ This license is not valid for federal use, travel, voting, or federal benefits.
Renew Driver’s License
Steps to Renew:
- Schedule an Appointment: All renewals require an appointment at your local BMV office.
- Present Your Current License: You must surrender your existing VI Driver’s License.
- Update Personal Information: If your name or address has changed, bring supporting documentation to update your records.
- Pay the Renewal Fee: The standard renewal fee is $55.
Late Renewal:
- A late fee of $10 per month applies if your license is expired.
- The maximum late fee is $250.
In some cases, you may be asked to provide:
- Proof of Lawful Status
- Proof of Social Security Number
- Proof of Physical Address

Duplicate Driver's License
If your Virgin Islands Driver’s License has been lost, stolen, or damaged, you can request a duplicate license.
Steps to Replace Your License:
- Complete the Lost/Stolen/Destroyed Affidavit Form: This form must be notarized.
- Visit the BMV or Use Online Services: You can apply in person or through the myBMV portal.
- License Verification: Your license will be verified before re-issuance.
- Designee Option: If you cannot appear in person, you may authorize someone to act on your behalf. The designee must present the notarized affidavit with explicit permission to collect the duplicate license.
Fees:
Duplicate License: $55
Late Fee: $10 per month, up to $250
In some cases, you may be asked to provide:
Proof of Lawful Status
Proof of Social Security Number
Proof of Physical Address

License Conversion – US State/Territory to VI DL
If you’ve moved to the Virgin Islands and hold a valid driver’s license from another U.S. state or territory, you can convert it to a VI Driver’s License.
Steps to Convert:
- Complete the Driver’s License Application Form
- Surrender Your Valid U.S. License
- License Verification: The BMV will verify your license with the issuing authority.
- Submit Required Documents:
- Legal identification documents
- Driving history or record from the issuing state (must be dated within 30 days of application)
Fees:
Conversion Fee: $55
Late Fee: $10 per month, up to $250
Once all documents are verified and fees are paid, your VI Driver’s License will be issued.
License Conversion – Foreign to VI DL
Foreign nationals residing in the Virgin Islands may convert their valid foreign driver’s license to a VI Driver’s License.
Steps to Convert:
- Complete the Driver’s License Application Form
- Show Proof of Legal Residency in the Virgin Islands
- Present Required Legal Documents (see source document list)
- Present a Valid, Unexpired Foreign License
- License Verification: The BMV reserves the right to verify the foreign license and check for infractions.
- Pass the Written Test: Administered by appointment only.
- Surrender the Foreign License

Conversion Fee: $55
Document Verification Fee: $15
Once all requirements are met and fees are paid, a Limited Purpose Driver’s License will be issued.
Identification Cards (ID cards) are official government-issued photo IDs for residents of the U.S. Virgin Islands who do not drive but need valid identification for everyday use.

REAL ID Identification Card First-Time Application
The REAL ID Identification Card meets federal standards and can be used for:
- Boarding domestic flights
- Entering federal buildings
- Accessing military bases
Application Process:
- Complete the REAL ID Identification Card Application Form
- Schedule an Appointment at your local BMV office

- Proof of Identification and Lawful Status
- Proof of Social Security Number
- Proof of Physical Address
For Minors:

VI Limited Purpose Identification Card First-Time Application
The Limited Purpose ID Card is intended for residents who may not qualify or US citizens who opt out of REAL ID.
⚠️ This card is not valid for federal identification purposes.
Eligibility:
- U.S. citizens who opt out of REAL ID
- Non-citizens with valid foreign documents
- Undocumented residents with proof of identity and residency

- Proof of Identity

Name Change Documentation
Used to confirm your identity when your name has changed or appears differently on various documents
Bring ONE:
- Certified Copy of Marriage Certificate(s)
- Divorce Decree(s) – Showing legal name restoration/change
- Court Order(s) – Any legal name change documentation
Note: Photocopies or uncertified documents are not accepted.
Proof of Residential Address (Limited Purpose)
Used to verify current, physical residency of individuals who are not eligible for a REAL ID due to their current immigration status but who reside in the USVI, as well as for US citizens who choose to opt out of obtaining a REAL ID or already possess one in another form. (Must show 180+ days of residency)
Primary (Bring ONE):
- Deed, Mortgage Booklet, or Notarized Rental Agreement
- Utility Bill – Must show your name and street address.
- Homeowners Insurance Statement
- Notarized Statement from Person You Live With – With their proof of address attached.
OR
Secondary (Bring TWO):
- Recent Utility or Medical Bill – Dated and addressed.
- Bank or Credit Card Statement
- Pre-printed Pay Stub – With your address.
- Tax Bill (IRB-stamped, 12+ months old)
- Insurance Documents (home, renters, auto)
- Lease or Mortgage (12+ months old, with all parties' signatures)
- Postmarked Government or Utility Mail (12+ months old)
- USPS Change of Address Letter
- Survey of Property (licensed surveyor)
- School Record – Dated within 12 months.
- Two Notarized Affidavits of Residency
- Vehicle Title or Registration
Proof of Residential Address (REAL ID)
Used to verify current, physical residency in the USVI as proof of eligibility for a REAL ID-compliant driver’s license
Bring TWO from different sources:
- Deed, Mortgage, or Rental Agreement – Shows physical address.
- Utility Bill – Must show your name and street address.
- Property Tax Statement
- Home Insurance Statement
- Notarized Statement from Person You Live With – With their proof of address attached.
Note: Documents must be from different sources.
Proof of Social Security Number
Used to verify your identity in government databases.
Bring ONE:
- Social Security Card – Must show full SSN.
- SSA 1099 / Non-SSA 1099
- DD 214 – Military discharge showing SSN.
- IRB Stamped Income Tax Return – Must display full SSN.
Note: Social Security documentation is NOT required for Limited Purpose DL or ID card.
Proof of Identification (Limited Purpose)
Used to verify your legal name and identity of individuals who are not eligible for a REAL ID due to their current immigration status but who reside in the USVI, as well as for US citizens who choose to opt out of obtaining a REAL ID or already possess one in another form.
Primary (Bring ONE):
- Foreign Passport – Valid or expired within the past 2 years.
- Work Authorization Card with I-797 – Proof of temporary legal status.
- Valid Foreign Driver’s License – Must have security features.
OR
Secondary (Bring TWO from different sources, at least one with photo):
- National ID Card – From country of origin.
- Original Foreign Birth Certificate (with seal)
- ITIN from IRB – Used in place of SSN.
- Voter or Senior ID Card – Must show name/photo.
- Other U.S. or foreign tax/benefit documents (SSA 1099, DD 214, stamped IRB tax returns).
Proof of Identification (REAL ID)
Used to verify your legal name and identity as proof of eligibility for a REAL ID-compliant driver’s license

Senior & Disaster Registry Programs – Supporting Our Most Vulnerable Residents
The Virgin Islands Bureau of Motor Vehicles (BMV) is committed to the safety and well-being of our senior citizens and individuals with disabilities. Through our Senior Registry and Elder and Disabled Person Disaster Registry, we aim to ensure that every resident receives the care and attention they need—especially during emergencies.
The Senior Registry is a voluntary program for residents aged 60 and older. It helps emergency responders identify and assist seniors during natural disasters, evacuations, or other emergencies.
Benefits:
- Receive a Senior Registry ID Card
- Be included in a secure database accessible to emergency personnel
- Get prioritized assistance during emergencies
Eligibility:
- Must be 60 years or older
- Must be a resident of the U.S. Virgin Islands

This registry is designed for seniors and individuals with disabilities who may need special assistance during a disaster or emergency.
Who Should Register?
- Individuals with mobility, hearing, vision, or cognitive impairments
- Seniors who live alone or have limited support
- Anyone who may need transportation or medical assistance during an evacuation

- Helps coordinate transportation, shelter, and medical support

Anyone can register—regardless of age, medical history, or background. If you're under 18, your parents or guardians will make the final decision, but your wishes will be honored and considered.
Your Privacy is Protected
The donor registry is securely managed by LifeLink of Puerto Rico, the federally designated organ procurement organization for the US Virgin Islands. Your personal information is never sold or shared.
